International Day of the Midwife

Statement for the International Day of the Midwife 2013 Joint statement from the United Nations Population Fund and the International Confederation of Midwives Skilled midwives, with the equipment and support they need, can spell the difference between life and death for close to 300,000 women each year, and ten times that many infants. On this International Day of the Midwife, UNFPA, the United Nations Population Fund, and the International Confederation of Midwives (ICM), celebrate the work of midwives in contributing to the miracle of birthâand for the myriad other things they do every day to contribute to the wellbeing of mothers and children around the world. The tireless work of midwives is also a crucial step towards achieving the Millennium Development Goals (MDGs) 4 and 5, targets A and B, by 2015 and beyond. In addition to their work, caring for women during and after childbirth, to ensure safe deliveries and providing essential newborn care, midwives provide a wide range of assistance in humanitarian emergencies. And they train and supervise community health workers to provide health information and promote safer practices. Importantly, midwives are also key to ensuring universal access to voluntary family planning. This alone could help prevent 87 million unintended pregnanciesâso many of which result in unsafe abortions in developing countriesâand close to a third of all maternal deaths. About 222 million women want to delay or avoid pregnancies but lack the modern means to do so. Midwivesâ invaluable counseling skills are instrumental in empowering young couples and women to make the decisions that are right for their particular situations. Economic differences, inequalities in countries and inaccessibility of services in some areas contribute to a shortage of some 350,000 midwives at a time when the world needs midwives more than ever. We urge all nations to work together to address the inequalities and inaccessibility of midwifery services. We encourage them to support quality training, innovative technologies and an enabling environment for midwives to match the vital role they play in communities and societies, especially in developing countries. On this International Day of the Midwife, UNFPA and ICM reiterate their commitment to investments to strengthen quality midwifery, which will, in turn, promote healthier families, communities and nations. Two years ago, UNFPA decided to actively use social media to raise awareness for UNFPA initiatives in the country. These efforts are bearing fruit as Uganda now has the largest following of any UNFPA country office on Facebook and is continuing to expand its social media outreach activities in 2013.

Fighting HIV/AIDS in the Police Force

"We don't need a gun to fight HIV/AIDS in the Uganda Police force," reads the message on a poster pinned in a police station in Nsambya, a Kampala suburb. "We need to work together and address it." The poster depicts a police woman wielding a gun, underlining how a gun cannot fight HIV/AIDS. That is just one of the messages the Uganda Police is sending to its force, encouraging them to unite against HIV/AIDS in their community.

Changing futures: UN Joint Programme on Population transforms girlsâ lives through education

Seventeen-year-old Josephine Aliru wants to be a midwife once she completes her education. A year or so ago, it seemed like her dream would go up in smoke. "I was once sent home from school because my parents couldn't pay my fees. My parents are both unemployed; I have four brothers and sisters so getting school fees has always been a struggle. My siblings and I cultivate crops during the holidays and at weekends, which my father sells to raise money but it was never enough," Josephine narrates. Now, thanks to a scholarship from the UN Joint Program on Population, (UNJPP), with funding from UK Aid, Josephine's dream is back on course. She is a Senior Two student at Aringa Secondary School in Yumbe district.

What must be done to break the silence? Gender-based violence reflects and reinforces cultural norms about masculinity and male control and dominance. Men and boysâ involvement should not be perceived as just âgood for women and girlsâ-- it is a âwin-winâ for all. Like other forms of violence, sexual coercion has serious consequences. When sex is coerced it often takes place without protection. Women still do not have full control of their own fertility. Fertility choices are also greatly determined by their spouses and societal and cultural norms and practices. Is this a form of violence? In 2011, police reported 7,690 cases of defilement in Uganda. There is need of strong referral links between police and health facility. What are some of the reasons that women remain in relationships in which they are being physically abused? By fears for oneâs safety? Concerns for the family? Worries about community attitudes? Lack of alternatives? Not being aware of their rights? GoU/UNFPA Seventh Country Programme (2010 â 2014) Evaluation The current GoU/UNFPA Seventh Country Programme (2010 â 2014), was developed and endorsed by Government of Uganda in 2009 with full participation of Government institutions, UN agencies, NGOs, religious and cultural institutions and academia and became operational effective January 2010. The Programme is aligned with national priorities as articulated in the National Development Plan 2010/11 â 2014/15 as well as priorities for the United Nations System stipulated in the Uganda United Nations Development Assistance Framework (UNDAF) 2010 - 2014. Setting the pace for an FGM free generation

After practicing Female Genital Mutilation/Cutting (FGM/C) as a âsurgeon' for four generations, the aging Sarah Kiyonga finally laid down her âtools' and publicly said NO to the practice. Kiyonga, who says she was born âlong ago', cannot recall how many young girls went through the pain of her sharp knife. For her, being an FGM âsurgeon' was hereditary. Kiyonga's grandmother and mother were also âsurgeons' and she recruited her daughter to take over. This was Kiyonga's testimony during the first Tepeth Cultural Day celebrations in 2012.

International day on Zero Tolerance for FGM

THE REPUBLIC OF UGANDA PRESS STATEMENT Promoting âZero Toleranceâ to Female Genital Mutilation (FGM/C) in Uganda KAMPALA, February 6, 2013 â Uganda joins other countries worldwide to observe the International Day of Zero Tolerance to Female Genital Mutilation today, when the global community rejects the harmful cultural practice of total or partial removal of female genitalia. This yearâs national theme, âZero Tolerance against Gender-Based Violence: Intensify Efforts for the Elimination of FGMâ, seeks to accelerate the sensitisation of communities about the grave dangers surrounding the practice. Female genital mutilation or cutting (FGM/C) not only subjects girls and women to excruciating pain, often at the hands of cutters in non-sterile conditions, but also poses serious, long-term sexual and reproductive health consequences for the survivors. While less than 1% of Ugandaâs population practices FGM/C, the practice is widespread in the east- and northeastern communities that do, notably the Pokot and Sabiny peoples, where 95% and 50% of the women respectively, are compelled to undergo FGM/C. It is also reportedly widely practiced among the Tepeth. Girls as young as 7 years old are subjected to the cruel practice - deemed a rite of passage into womanhood - short of which they risk total rejection by their communities and exclusion from important social functions including marriage, family and motherhood. Through the Joint Programme on FGM, the United Nations (UN) System is supporting efforts to tackle the problem in Uganda, led by the UN Population Fund (UNFPA) and UN Childrenâs Fund (UNICEF) in partnership with the French Embassy and Ministry of Gender, Labour and Social Development. The UN Resident Co-ordinator in Uganda, Ms. Ahunna Eziakonwa-Onochie, says a key strategy is to engage grassroots community structures to raise awareness on the dangers of FGM/C, and to evoke the existing laws, such as the Anti-Female Genital Mutilation Act (2009), to protect the vulnerable girls and women in the affected communities. âEngaging community-based entities like the Sabiny and Pokot Elders Associations remains critical to raising awareness about how harmful FGM/C isâ, says Eziakonwa-Onochie. âBut this is not enough. We must strengthen their efforts by ensuring that those who forcibly subject girls and women to this cruel practice face the full force of the law.â With added support from the Global Trust Fund and the French Government, the Joint Programme particularly recognizes and supports the role of community leaders and elders in bringing about change. In 2012, we also saw girls being assertive and refusing to be cut. The UN applauds their courage and also their community for having supported them for their stand. UNFPA, Country Representative, Ms. Janet Jackson, says positive steps were made in 2012, but that much more still needs to be done. âLast year, over 51 communities in east- and northeastern Uganda publically announced that they were abandoning FGM/C. We saw cutters surrender their knives to the authorities saying âNo more cutting!â Clan elders, religious leaders and even parents openly denounced FGM/C and protected their girls from being cutâ, says Jackson. âWe need many more positive stories like this, because the continuous abuse of girls and womenâs rights is unacceptable, as is them having their reproductive health incessantly compromised.â This yearâs commemoration also recognizes the efforts of international community to draw the focus on translating the resolution into action by mobilizing and committing all key stakeholders and communities towards the abandonment of FGM as a harmful practice. The UN resolution banning FGM urges member states to condemn all harmful practices that affect women and girls, in particular FGM and to protect women and girls from this form of violence and to end impunity. âEliminating FGM/C requires the efforts and the commitment of a wide range of stakeholders. Besides communities, political leaders have a central role to play in disseminating strong messages on the abandonment of FGM/C and advocating for a better integration of FGM/C issues in policies, both at national and international level,â says Aline Kuster-MÃ©nager, Ambassador of France in Uganda. An estimated 120 to 140 million women worldwide are subjected to FGM/C, with three million girls in Africa continue to be at risk each year. In commemorating the inaugural day UNFPA has organized a âTweet-upâ- an informal meeting of people who tweet (referred to as Tweeps) to discuss issues of concern on the girl child with the discussions being tweeted live. The topic of discussion for the tweet-up topic of discussion is: âWhat should be done to address child marriage and teenage pregnancies in Uganda?â The tweet-up will feature panelists from Government (Ministry of Gender), UNICEF and UNFPA, with each presenting their perspectives on the issue. Globally, more than one in three young women aged 20-24 years were first married before they reached age 18. One third of them entered into marriage before they turned 15. In Uganda 49% of girls are married by the age of 18. Child marriage results in early and unwanted pregnancies, posing life-threatening risks for girls. KAMWENGE DISTRICT, Uganda â Alice Furaha, 22 years old, was five months pregnant when she fled her home in Eastern Congo last May. When she arrived at the border with Uganda, Alice was taken to the transit centre in Kisoro and eventually transferred to Rwamwanja settlement camp in the Kamwenge district. Having experienced a still birth just last year, she was now worried about the risks of delivering in a refugee camp. In the past eight months, fighting between the Government and the M23 rebel group in the Eastern part of the Democratic Republic of Congo (DRC) has intensified. The rebellion has forced over 60,000 Congolese to flee to neighbouring countries and has displaced nearly 600,000 people within the country. The sudden influx of refugees has strained existing services in the Kamwenge district in the South West region of Uganda, and addressing the needs of some 300 pregnant women was a particular challenge.

At the same time, advances in technology and medical practice and policy environment have provided room to improve health services for learners. However, the pace of utilizing such opportunities remains low. Vacancy: Consultants to support the ICPD @2014 review

Background In 2010, the UN General Assembly passed a resolution that established the roadmap for achieving the vision of ICPD beyond 2014. The resolution mandates that UNFPA - in cooperation with relevant UN agencies, international organizations, institutions and experts - undertake an operational review of the implementation of the Programme of Action (PoA) on the basis of the highest-quality data and analysis of the state of population and development, taking into account the need for a systematic, comprehensive and integrated approach to population and development issues". A major source of data and information for the operational review will derive from reviews to be undertaken by governments. The outcomes of the review will be discussed at by the 47 th session of the Commission on Population and Development in 2014 and the UN General Assembly special session (UNGASS). A Country Coordinating Team composed of 8 members and a Task Force composed of not more than 25 members chaired by POPSEC will be put in place to guide and advice on the process. Using SMS to spread the message: FGM is illegal

Over 76% of Unicefâs Ureporters know Female Genital Mutilation and Cutting is illegal. U-report is an SMS service run by UNICEF Uganda which serves as a forum for youth and children to discuss issues that matter to them. Over 32,000 responses were received in 12 hours from all over Uganda. Through this SMS all 85.000 participants, including the ones that didnât know, are now aware thereâs a law preventing the practice of FGM.

A key output of the 7th Government of Uganda and United Nations Population Fund Country Programme Action Plan is âChoices for sexual and reproductive health lifestyles is increasedâ. The intent of this output is to shift focus from life planning skills education to comprehensive sexuality education for in-school and out-of-school young people in order to reduce teenage pregnancies and HIV infections in young people In this regard, UNFPA is supporting the Ministry of Education and Sports/ National Curriculum Development Centre (NCDC) to integrate and eventually institutionalize comprehensive sexuality education in the secondary school curriculum. The curriculum review process started in 2012 and will take a period of five years to culminate into a new secondary school curriculum by 2017. The curriculum development process provides a unique opportunity and entry point for addressing current and emerging issues in adolescent sexual and reproductive health and improving the health and quality of life of young people. The MOES through the National Curriculum Development Center has developed a seven step/objective road map which aims at making secondary education and training more âefficient and of better quality to serve Ugandaâs development goals. The NCDC in 2009 identified five subjects in the secondary school curriculum through which comprehensive sexuality education can be infused. These subjects include biology, geography, English, Christian religious education and Islamic religious education. With UNFPA support, NCDC developed sexuality education teacher resource books and syllabi for the five subjects as resource materials to guide the curriculum review process. Terms of Reference Consultant for Finalization of the Draft School Health Policy and Strategic Plan 2011 Background The Ministry of Education and Sports in Uganda has developed some curricular and co-curricular interventions to provide school health services. Â However these have been spontaneous, fragmented, majorly vertical and not effectively guided and co-ordinated to address the health challenges and needs of learners in the education sector. The implications for poor health among learners are enormous, including poor performance, absenteeism, and school drop out and child mortalities. Emergence of new diseases, health threats and the increase in risky behaviours has kept the programming landscape for school health changing with limited guidance. At the same time, advances in technology and medical practice and policy environment have provided room to improve health services for learners. However, the pace of utilizing such opportunities remains low. In 2000/1, the Ministry of Education and Sports in partnership with Ministry of Health embarked on development of a School Health Policy and its accompanying Strategic Plan as a basis of optimising the twin goal of attaining education and health for all learners. However because of the fast changing policy, programme, medical, social and economic environment; the context, content and process as used in the development of the current draft School Health Policy have been overtaken by events: there is therefore need to adapt the draft SHP to the current demands and needs for health information and services within the education sector. With support from UNFPA, Ministry of Education and Sports in partnership with Ministry of Health is embarking on a process of reviewing and finalizing the current drafts of the School Health Policy and School Health Strategic Plan. The Lead Consultant shall lead the process of reviewing and finalization of the School Health Policy and also review and align the draft School Health Strategic plan to the policy. RFP: Media Monitoring

The UNFPA has allocated funds for contracting a firm to facilitate monitoring of the media for any reporting in Uganda on Reproductive Health (RH), Gender and Population and Development (P&D). The media reports will form a resource base for UNFPA and its partners to track the extent to which our interventions are being proliferated through the media and act as an evidence base to rally other actors to emulate. This information will also be used to inform lessons learned and to develop future programme designs and implementation initiatives that work best. 33 Million actions in Uganda

"Our small individual actions, multiplied across the world, can lead to change that is exponential", remarked Dr. Babatunde Osotimehin the Executive Director of UNFPA in his world population day message on July 11 th , 2011. Dr Babatunde's remarks were referring to a campaign by UNFPA global office which seeks to mobilize 7 billion actions for humanity from all individuals and organisations across the world. This collaborative movement aims to raise awareness of the challenges we face as the population grows and reaches 7 Billion on 31 October this year.

French support to fight FGM/C

The French embassy in June joined the campaign to eliminate Female Genital Mutilation or cutting(FGM/C) inÂ Uganda through a Ugsh 700 million grant to the joint programme ofÂ the Government of Uganda with UNFPA and UNICEF. The money will be used in six districts affected by FGM/C.

Who knew that by simply taking record of the mothers and babies who die, a district could significantly reduce the number of women who die due to child birth related causes? Maternal death audit, as it is referred to in the technical jargon, is an in-depth and systematic review of the numbers of mothers who die during or shortly after giving birth.

International Day of the Midwife

Under a typical tropical African midmorning sun shine, excited midwives were joined by a local brass band to form an enormously joyous marching party to celebrate International Day of the Midwife (IDM). Visibly thrilled, the midwives numbering over two hundred, showed off their beautiful uniforms in this part of the country where being a health worker is, and deservedly so, an extremely valued profession. Along the road lined throngs of locals who came to get a glimpse of the mother-makers and to enjoy the music by the band.

The Reproductive Health Component of the 7th Government of Uganda/UNFPA Country Program includes activities for supporting the operationalization of the Road Map for Accelerating the Reduction of Maternal and Neonatal Morbidity and Mortality through support to the implementation of the Health Sector Strategic Investment Plan. Strengthening of midwifery services in the country has been prioritized as a strategy to improve the quality and access to skilled attendance at birth. Background On International Women's Day (IWD), women around the world join together in celebration of the intelligence, strength, courage and beauty of women. Since the early 1900âs, this has been a day to recognize women from all walks of life without regard to their national, ethnic, cultural or political differences and to celebrate their achievements around the world. This year, 2011 will be the centennial celebration of International Womenâs Day and it is important to mark both the great strides achieved by society towards equality but also remember the huge needs and tremendous work still needed to reach true equality. The Call UNFPA and American Refugee Committee (ARC) issues this call for proposals to well-recognized womenâs organizations, human rights organizations, CBOs and NGOs organize national and district level events to commemorate IWD that will inspire women, recognize their achievement and increase awareness on remaining gender equality and womenâs empowerment challenges for the women of Uganda. The day will also be a platform to advocate for change on key issues arising out of either the international or national theme. There can be a whole range of big and small activities, at national, district and parish level. The international Womenâs Day celebration international theme for 2011 is âEqual access to education, training and science and technology: Pathway to decent work for women.â A proposed national theme for Uganda is âAct Now: Promote Maternal Health.â Organizations are free to consider the international theme or the national theme. Proposals should be a maximum of 5 pages including a background of the organization, description of the activities planned, coverage area, timeframes, outputs and detailed budget. A maximum budget of USD 20,000 will be considered. Proposals that contribute towards sustaining activities will be favorably considered. Organisations responding to this call will: Participate in national and district level discussions and planning for IWD celebrations Work with relevant national and district level working groups to coordinate celebrations and activities for IWD Engage mass media during the campaign period to promote womenâs rights and equality and to celebrate achievements. Stories of real challenges and victories faced by the Ugandan women will be highlighted. Success media engagements shall be documented through audio visual or manuscripts for post event advocacy and awareness raising. UNFPA and UNICEF Lead the way on zero tolerance on FGM

Sunday February 6, marks International Day of Zero Tolerance to Female Genital Mutilation/Cutting (FGM/C). In Uganda, there is a less than one percent prevalence rate of FGM/C and while this seems like a very low percentage, the facts behind the numbers paint a shocking and intolerable situation. In a few districts in eastern and north-eastern Uganda, particularly among some of the Sabiny, Pokot, and Tepeth communities, the practice of FGM/C occurs at a more than 90% percent prevalence rate. FGM/C is deeply rooted in tradition.

Delivery of Maama Kits

On 25th January, 2011, UNFPA delivered a batch of Maama kits to Katakwi district. The kits include the minimum items needed for a clean uncomplicated delivery; mainly a bar of washing soap, gloves, plastic sheeting, cotton wool, and razor blades. It also includes a "lesu"(a piece of fabric with a colorful African design) for the mother and a sheet of cloth for wrapping the baby to keep warm.

RFP: Proposal for Assembling, Packing and Distribution of Medical Equipment

Purpose of Terms of Reference UNFPA is looking for a firm to; 1) assemble & package, 2) Organize logistics for official handover of equipment to the Ministry of Health (health facility equipment) and Ministry Of Education and Sports (equipment for health training schools) respectively and 3) transport and deliver equipment to the various districts/health facilities and schools. Scope All the medical equipment is currently stored at two sites within Kampala. Around 90% of the equipment is stored by Mednet Health Care Ltd located at Plot 536 Ndeeba, Masaka Road, Kampala, while 10% is stored at World Food Programme warehouse in Nalukolongo, Kampala. It should be noted that each equipment set mentioned above is composed of various equipment items ranging from 9 items per set for Dilatation and Curettage to 21 items per set for caesarian section. UNFPA has procured various equipment items from different suppliers and it will be the role of the contracted firm to assemble the items into the various sets. The composition of the sets and the distribution list will be provided to the selected firm. The packaged sets will be handed over to Ministry of Health and Ministry Of Education and Sports respectively by UNFPA and the successful firm will be required to organize the venue and logistics for the handover at a date to be communicated by UNFPA. After the handover, the successful firm will transport the equipment sets to the various districts and hospitals. Launch of State of the World Population

The theme for the State of the World Population Report 2010 is From Conflict and Crisis to Renewal: Generations of Change. While the theme for the State of Uganda Population Report 2010 is Population and Sustainable Development: Emerging Challenges, Opportunities and Prospects. The event will take place TODAY, Wednesday 20th, October 2010. Below are some resources State of the World Population Website UNFPA Uganda Representative's Speech [Click to Download] Speech by the UNFPA Representative on the occasion of the launch of the State of the World Population Report and the State of the Uganda Population Report It is my pleasure today to participate in the launch of two significant reports for Uganda: the 24 th State of the World Population Report 2010 and the 10 th State of the Uganda Population Report 2010. The SWOP is UNFPA's annual flagship publication and this year, the report is entitled: "From Conflict and crisis to renewal: generations of change". The report is based on real life experiences of women and men in conflict and post conflict countries that include Bosnia and Herzegovina, Haiti, Jordan, Liberia, Timor Leste and Uganda. Â The testimonies of both men and women from Uganda tell a powerful story of conflict peace and reconciliation, but they also show how much women lose during conflict equally important, they show much is at stake for societies when there is continued exclusion of women in the process of the post conflict rebuilding and recovery of their communities. I congratulate the OPM for having recently integrated gender indicators into the PRDP monitoring and evaluation framework. This will ensure that women are recognized as part of the peace building and reconstruction process. The launch of these reports coincides with the 10 th Anniversary of the United Nations Security Council Resolution 1325 on Women Peace and Security, of the year 2000.Â The resolution is premised on the recognition that women are rarely involved in decisions to wage war, yet they disproportionately bear the brunt and savagery of atrocities that are committed during war. Ironically when peace is being negotiated and communities being rebuilt, women are again often excluded or inadequately represented, as we recently obeserved in the Juba Peace process for Northern Uganda. The resolution called for greater involvement of women in negotiating and implementing peace agreements. Relevance of the 1325 Resolution and the two reports to Uganda The SWOP, SUPRE and the UNSCR 1325 are significant to Uganda as they all address issues that are real and pertinent to Uganda. These include: the past conflict and the current recovery process in Northern Uganda, the insecurity in Karamoja sub region, as well as natural disasters and displacement, such as that caused byÂ the recent Bududda landslides. Engaging on issues raised through these reports will allow the Government of Uganda and civil society to be better informed and to take more concrete actions to address sexual violence and its ramifications. Women's participation is central to understanding post-conflict trauma as well as the determination and will to move on. It is critical for efforts to prevent war, build peace and restore devastated societies. Â The report recognizes that the recovery process enabled women to mobilize in ways that they had not done before and through that, begin to redefine and rediscover themselves. Relevance to Uganda: Karamoja insecurity Although not technically a war situation, the insecurity in the Karamoja sub region equally put women and girls at risk of sexual violence and all other forms of violence. This results from cattle rustling and resistance to the disarmament process, coupled with inadequate availability of basic social services. These factors have resulted into population indicators that border on, and indeed often surpass emergency thresholds. Ironically, while women in Karamoja are affected by this insecurity in disproportionate ways, women's voices are rarely considered in the negotiation of peace and in ending the insecurity in Karamoja. Recently, I was at a workshop where results of research were presented and it was mainly the men who spoke. Â However, and quoting the report, " with Security Council Resolution 1325 as the backdrop, a new way of engagement away from conflict and towards equality is evolving and holds the way forward to dissolve gender, social, economic and political hierarchies." This is a liberation of a different type. Women have to be part of the leadership that takes forward the agenda of peace and reconciliation. Highlights from the report This report traces the painful and traumatic journey walked by women during conflict, displacement and onto post conflict and recovery. The report shows women not only as victims of war but also as resilient survivors of the most repugnant of sexual and gender -based violent acts. Their survival and resilience has been a virtue that has kept communities intact during and after conflict. The SWOP report brings to light the atrocities that women suffered during the LRA war at the hands of armed parties, which included rape, abductions, sexual slavery, mutilation, loss of property, destruction of family livelihoods and death of family members. Â Girls also experienced all these atrocities in addition to dropping out of school and being forced to bear children for their abductors. Equally significiantly, the report shows that to a lesser extent but nevertheless similarly traumatising, men too were subjected to sexual violence by their captors. This violence is rarely talked about due to shame and fear of stigma. Though conflict related GBV on women and girls is well documented for Uganda, the stories in this year's report show for the first time the long journey of both men and women have made from emergency and conflict to peace building and recovery.Â The reconstruction process is ongoing and the report raises some key issues for consideration by GOU and partners as we endeavour to support communities through the recovery process. "Conflict does not cause GBV per se but facilitates conditions for violence against women to thrive" - we know this to be true in Uganda. Conflict brings out violence that is otherwise out of the public eye. We know this from the DHS - 60% of women in Uganda suffer some form of violence, but actually it is less than that in the north , 54%- its only that the conditions there meant that it became rife, more indiscriminate and vicious and therefore we heard about it. We need to stand by those who have survived that ordeal, listen and learn from them. Society will more tender as a result. Clearly the reports demonstrates that conflict does not cause gender based violence but that it exacerbates it or allows it to strike with greater frequency due to the broken down systems for protection. Â In conflict,Â gender basedÂ violence cannot be hidden in the home - it comes out into society. The underlying root cause of violence against women is still founded in deeply rooted norms that do not value women as equal human beings with the same rights as men. Addressing violence against women during conflict therefore should not only focus on responding to the needs of GBV survivors but should also engage with these long term deeply rooted attitudes and practices that become more defined during conflict. "Gender roles and identities do not remain static during displacement" The stories told in the report highlight that during displacement gender roles and relations do not remain static, they change with time and are influenced by the displacement itself. The SWOP documents how the traditionally male role of providing for families changed to become a female role during twenty years of displacement in Northern Uganda. Although this meant more work for women and increased their risk of getting abducted while working outside of the IDP camps, it was not in itself a bad thing as it brought women out into the economic war and enabled them to engage in income generating activities. Looking ahead, the challenge is: how can the various sectors and actors working in development and recovery of Northern Uganda support the communities and families that are returning home after 20 years to accept and integrate these changes in roles without creating a backlash for women. This backlash is already seen as a huge risk factor for domestic violence for most families in the villages of return. "Conflict and Reproductive Health of women and girls, including HIV and AIDS" The report highlights how conflict, displacement and sexual violence fuel the increase of HIV infection, especially among women. Evidence from Northern Uganda shows that HIV prevalence is 8%, which is higher than the national average of 6%. The influence of sexual violence during conflict cannot be discounted from these unfortunate statistics. Women often suffer pregnancy and reproductive health related complications because health systems and infrastructure are destroyed in natural disasters and conflict Â as we saw in Northern Uganda and Budduda. Access to reproductive health services are critical but often neglected in such situations. "Women as beacons of hope for rebuilding shattered communities" Perhaps an equally important highlight of the report is how women in post conflict have picked up the shattered pieces of their lives. The stories show that women are determined to heal their wounds and move on with their lives and help rebuild their communities. The report is a story of resilience, hope and determination of women to demand peaceful communities where they are free from all forms of gender based violence and are free to focus on their families and work for a better and more secure future. "Population growth in Uganda" The SUPRE provides considerable detail on the rapid population growth rate of Uganda and the predominantly youthful population structure. The report rightly notes that it is important for the country to address the challenges brought about by this youthful population structure. Dividends from this can only accrue if effective strategies that will ensure education; skills building that guarantee employment; employment opportunities; and access to health care are in place for the youth. It is important to pay attention to the needs of the marginalized. Failure to address the needs of the youth can become a potential for instability and fomentation of conflict. In this, academia has a role to play in the restoration of society and in preparing youth to take charge of national development in the future. Now I would like to share the story of a formidable young woman whom I met in a hospital in Masaka almost two years ago.Â She was recovering from a long and complicated operation to repair multiple obstetric fistulae. As she told her story a tear ran down her cheek. "I'm strong", she said and I said "you will get stronger and you now have hope". Hope - I called her Suubi because we were in Masaka, but actually she comes from the north and Ageno would be more fitting. She was abducted in her mid-teens going to school one day. She was taken away, suffered humiliating sexual violence and abuse, resulting in unwanted pregnancy, obstructed labour, death of the newborn, leaving her with the disability of obstetric fistulae. She managed to escape from her situation and by chance got medical help. Again, by chance and curious to speak with her again, I called coincidentally at the time of her final post-operative check-up visit. Asking her "how are you?" her reply was short and poignant - "I'm dry and I'm back to school". Â Education and Reproductive health are interlinked and are key to hope, empowerment and opportunity so that women have equal chance to start again and to pursue their ambitions. I salute the fortitude and determination of Ageno, whose real name is Pauline and I have her permission to tell you that. Uganda should be proud of her and what she symbolizes. What then can Uganda draw from these reports? 1.Â Â Â Â The post conflict/ recovery of northern Uganda presents opportunities not only for rebuilding the communities but building a stronger and better development foundation, where women and men are on equal footing, with rights and opportunities for all. Practically this can be achieved through renewed efforts to bring in more women to participate and take leadership in the recovery and rebuilding of Northern Uganda. The Peace Recovery and Development Plan (PRDP) for Northern Uganda needs now to ensure that issues of women's participation and protection from GBV especially sexual violence raised in UNSCR1325. 2.Â Â Â Â Uganda has a National Plan of Action (2008) for addressing UNSCR1325 on women, peace and conflict, UNSCR1820 on the use of sexual violence as a weapon of war and the Goma Declaration on the use of rape in conflict, the implementation of this action plan falls way below target. Yet, most issues on women's participation, sexual violence in post conflict and ending impunity for sexual violence offenders, remain unreachable dreams for women in Northern Uganda. More commitment and action are needed to address the gaps in the prevention and response to gender based violence and promotion of women's participation in peace building and decision making. Concrete measures need to be taken to end impunity for sexual violence offenders. (These include taking measures to ensure timely investigation of reported sexual violence cases, removal of administrative barriers to access to justice for rape survivors, e.g. those presented by the Police Form 3, timely prosecution and impovement in convition rates for sexual violence cases.) This is more so given Uganda's chairing role of the UN Security Council in the month of October 2010 when the UNSCR 1325 is reviewed. 3.Â Â Â Â Both reports call for action in addressing the increased risk of maternal and infant mortality, HIV infection and reproductive health-related issues during crises. This protects the lives and well-being of individuals and families , and it reinforces prospects for community recovery. It is such involvement that will sustain peace and development in the long term. I cannot end without commending the efforts in Uganda by all partners in responding to the needs of people, particularly women, who were caught in the conflict in Uganda. Government has provided leadership through the PRDP, the National Development Plan, the National Disaster Management Policy, the Refugee policy and the aforentioned National Action Plan for implementing the UNSCR 1325, 1820 and the Goma Declaration among others. The call to action is to move beyond policy development. More intense action is needed to ensure that the short and long term needs and rights of Â war affected communities and families are realized at the benefit felt at the individual as well as the societal level. To strengthen capacity of radio presenters/program producers and VHT facilitators in the delivery of quality and consistent messages on selected topics in pregnancy and maternity care; family planning access; young people and vulnerable groups (issues of teenage pregnancy, STIs, HIV); reproductive rights and women's empowerment; and Gender Based Violence (GBV) prevention and management in the 8 grant receiving districts. a.Â Â Â Â Â Â Identify, prioritise and manage a MOU with radio stations that will be selected for implementation of the "Healthy Choices Radio Programme" for a negotiated cost for a regular one hour radio programme in each district covering different subjects, but each topic repeated on agreed schedule to cover three months period.Â Appropriate time suitable for target audience and content of message will be used to increase listenership; b.Â Â Â Â Â Identify and train radio presenters/producers on dissemination of age appropriateÂ and gender and culturally sensitive, consistent and clear messages for the different target audiences; c.Â Â Â Â Â Â Develop and laminate users' sheet with pictures/pictorials on the use, maintenance, safe keeping of the radio hand sets.Â This sheet should be translated into the main local languages spoken within the programme areas.Â The guide will be used for training the users on the correct knowledge, operation and maintenance of the solar powered radio sets being procured for the programme; d.Â Â Â Â Â Acquaint self with and train 2 VHT members per village, in the safe use and operation of the solar powered radio sets (including use of the laminated sheets). e.Â Â Â Â Â Â In consultation with DHO, UNFPA and other stakeholders, distribute the radio hand sets to the identified women VHT members (or other leaders of social development groups where there are no VHTs or where VHTs are not functional) in each of the targeted villages; f.Â Â Â Â Â Â Develop an inventory of VHTs by district and sub-counties and train selected VHTs (2 per village) in facilitating group discussion (community conversation/dialogue) and on subject/issues discussed on the radio; 2. To develop a community mobilization and communication guide and radio programme for each of the Â Â Â Â Â Â Â Â Â Â Â Â participating radio stations and ensure that such programme is linked to functional VHT facilitated community conversations/dialogues on issues discussed on the radio within the UNFPA's supported 8 grant receiving districts . a.Â Â Â Â Â Â Develop a detailed three months campaign plan for the Healthy Choices Radio programme on the 5 key topics of pregnancy and maternity care; family planning access; young people and vulnerable groups (issues of teenage pregnancy, STIs, HIV); reproductive rights and women's empowerment; and Gender Based Violence (GBV) prevention and management, based on needs identified from existing documents.Â Each topic will be covered on a consistent basis for a period of 12 weeks. b.Â Â Â Â Â Develop a one year detailed Healthy Choices Radio programme covering the five main areas on our work: pregnancy and maternity care; family planning access; young people and vulnerable groups (issues of teenage pregnancy, STIs, HIV); reproductive rights and women's empowerment; and Gender Based Violence (GBV) prevention and management c.Â Â Â Â Â Â Develop a 5 year Healthy Choices Radio programme outline covering the five main areas on our work: pregnancy and maternity care; family planning access; young people and vulnerable groups (issues of teenage pregnancy, STIs, HIV); reproductive rights and women's empowerment; and Gender Based Violence (GBV) prevention and management d.Â Â Â Â Â Work with MoH Technical working group to develop and have approved, "Guides for Radio Producers" and "Guide for VHTs" as basis for maintaining consistency of messages through the different media channels: mass media and interpersonal media. e.Â Â Â Â Â Â Conduct materials & message validation workshop with key stakeholders before launching the programme; f.Â Â Â Â Â Â Plan for and launch the "Healthy Choices Radio Programme" at national and district levels and develop and distribute materials to popularize the programme. g.Â Â Â Â Â Â Participating radio stations to work with VHTs and their community groups to host live radio programmes or have pre-recorded village debates or mechanisms for interactive call in by Radio listening Groups to input into a radio discussion on key RH and gender issues pertinent in the community. 3. To regularly monitor performance of the programme and propose midstream adjustments to improve the quality and coverage of the radio programme and community conversations. a.Â Â Â Â Â Â Monitor and provide written reports of the radio stations and their performance on the Healthy Choices Radio Programme; b.Â Â Â Â Â Liaise with DHO and the VHT in monitoring VHT performance vis-a-viz the Healthy Choices Radio programme; c.Â Â Â Â Â Â Conduct appropriate sampling (grab sampling, opinion polls, etc.) of community members on periodic basis (every 3 months) to assess/ monitor performance of the Health Choices Radio programme; d.Â Â Â Â Â Organize workshops for validation of programme and review of performances. 4.0Â Â Â Â Â Â Expected Outputs/Deliverables a. Monitored performance of the programme i.Â Â Â Â Â Â Â Â Â Â Â Provided quarterly monitoring report on the radio programme linked to community mobilization by the trained VHT radio discussion facilitators. 5.0Â Â Â Â Â Â Qualifications and competencies for the consultancy Work Experience : i.Â Â Â Â Â Â Â Â Â Â Â This contract requires organizations with proven work experience in the area of radio programming; behaviour change communication, and communication for social change; ii.Â Â Â Â Â Â Â Â Â Â Â The firm, NGO or consortium of NGOs (specifying leads NGO and roles of partnering NGOs) must be registered and compliant with national legal requirements for operations (registered, tax compliant, etc.) with mandates in the area of communication. iii.Â Â Â Â Â Â Â Â Â Â Â Proposals need to demonstrate their approach and capacities (including any partner agencies, with their detailed roles) with full justification of strategies being proposed in delivering each of the three main outputs, together with expected performance based funding, disbursement schedules, etc. in line with UN rules and procedures. iv.Â Â Â Â Â Â Â Â Â Â Â It will be paramount that submissions ensure at all stages the linking of availability and proper functioning and safe keeping of the radio sets to each of the components. 6.0Â Â Â Â Â Â Submission of Proposals UNFPA welcomes innovations and therefore any addition or deviation from some of the TOR are welcome, provided there is strong rationale and budget justification. Under the Consolidated Appeal Process (CAP) 2010, UNFPA is calling for proposals for the delivery of humanitarian/emergency Gender Based Violence prevention and response services from July 2010 to December 2010, Â in the sub regions of Acholi (Amuru, Kitgum and Pader), Teso (Amuria and Katakwi) and Karamoja (Moroto, Kaabong and Kotido). In particular UNFPA seeks the services of experienced NGOs to provide Gender Based Violence (GBV) prevention and response services in the target districts in accordance with the IASC guidelines.Â In addition the NGO is required to work with affected populations in the target areas to generate knowledge on the available post GBV services and how to access them. Request for Proposals âSupport for strengthened response to GBV in north and north eastern Ugandaâ

Request for Proposals "Support for strengthened response to GBV in north and north eastern Uganda" With approval and endorsement from the Inter Agency Standing Committee in Uganda, UNFPA assumed Gender-based Violence (GBV) sub cluster coordination lead under the overall Protection Cluster in 2008. UNFPA continues to play an important coordination role responding to humanitarian needs and building capacity of relevant actors for GBV response and prevention during the early phases of recovery and development. A key priority of the Government of Uganda/UNFPA 7TH country programme, is to increase access by GBV survivorsÂ to information, counseling, social support, treatment and protection against gender-based violence and other harmful traditional practices. Under the Consolidated Appeals Process (CAP) for 2010, an interagency proposal on GBV was developed to address prevention and response to GBV in IDP camps, transit areas and villages of origin. The focus for CAP 2010 is provision of life saving interventions corresponding to the CAP objective "To supplement government efforts to provide basic service that save lives and alleviate suffering as the basis for creating the conditions for achievement of the three durable solutions." Along with ensuring the survivors' immediate safety, provision of accessible, appropriate and confidential medical services in a timely manner can potentially save a survivor's life CAP monitoring reports and humanitarian updates form Acholi, Teso and Karamoja region indicate gaps still exist in access to and provision of effective response services for GBV survivors, especially in the area of medical response. Access to medical services is limited due in part to the movement of former IDPs back to their villages of origin in Acholi and where infrastructure was destroyed during the two decade long insurgency, spill-over effects and natural disasters in Teso, and chronic under-development in Karamoja There is currently very minimal capacity for provision of quality and timely response to GBV incidents across some districts and in some districts populations are not aware of the available services. This is also attributed to the reduced presence of NGO's and also the lack of readiness by the government to prepare for the fast return of the IDP's to their communities, hence services have not been able to stretch further to support the returned communities. In Karamoja the prevailing situation of insecurity, coupled with food insecurity and strong negative perceptions on the role and status of women make women and girls even more vulnerable to all forms of gender based violence, especially sexual violence, forced/early marriages and domestic violence. This Request for Proposals therefore intends to contribute towards the improvement of the availability and quality of the medical response to GBV, as well as to generate community awareness n the existence of such services through community dialogue and sensitization in Acholi, Teso and Karamoja sub-regions. Project Goal:Â To strengthen medical response to GBV and facilitates access to services by GBV survivors. Target districts: Amuru, Pader, Kitgum, Lamwo, Amuria, Katakwi, Moroto, Kaabong and Kotido It is possible for one organization to submit proposals that cover individual districts, sub-regions or all districts. In all districts, the focus should be: Training of health care workers and VHTs in selected HC 3 & 4 and hospitals on clinical management of rape based on MOH guidelines and informed by an assessment of training needs and service gaps. Please note that this will be a specialized activity for which only organizations with experience and mandate should apply. Sensitize VHTs and communities on available post-rape services and how to access them Develop and disseminate referral pathways in at least three sub-counties in each district to be disseminated during training for multi-sectoral actors. Provide one-on-one counseling to survivors who self report and make appropriate referrals for services. Carry out joint training of multi sectoral actors on GBV response (combined training of police, health, justice and LC 1) and traditional justice actors as well Work with trained MOH staff to capture information on use of post rape care services by GBV survivors Continuous support-supervision and review meetings with trained staffÂ at targeted health units to ensure confidence in managing GBV survivors as well as providing appropriate care Monitoring of the activities and service provision for survivors at the health centers, police posts and courts of Law and provide monthly status reports At national level the project will procure drugs, supplies and equipment to be distributed to health centres with trained people; organizations will carry out a rapid assessment of PEP availability in their districts order to ensure that kits are well-distributed Expected Outputs of the projects under this RFP: 1. Proven improved delivery of post rape care at 60% of the health centres in the participating districts 2. Increased awareness on post rape care by VHTs and communities 3. Increased availability of post-rape drugs supplies and equipment at all participating health centres 4. A clear system for documenting utilization of health care services by GBV survivors 5. Increased buy in by traditional leaders on GBV prevention in all participating districts. In all cases, emphasis will be placed on demonstrating i. Clear expected results and how they will be achieved; ii. Clear capacities that exist within applicant organizations to implement this project iii. Synergies and coordination with existing initiatives on GBV prevention and response (including those supported by the government, civil society organizations, donors and other UN agencies); iv. Sound comprehension of the existing gaps in the selected districts. v. Proposals must summarize what capacities will have been developed by the end of the project and how achievements will be sustained once the grant has ended. vi. A clear indication of how the intervention will be documented and evaluated , and its results disseminated . Duration of contract: 5 months The entire exercise is expected to last six months effective July 2009. The final report is expected not later than 15 th December 2009. Overall Supervisor: The selected partners will be accountable to the UNFPA representative, with direct supervision from the UNFPA Senior GBV Coordinator and regular supervision from the UNFPA District GBV Coordinator based in your districts of operation [1] The proposal You are required to submit a maximum of five pages narrative proposal, detailing your understanding of the task, describing your past experience in the area of GBV in emergencies, your professional and administrative staff profile,Â your proposed methodology for undertaking this project implementation and a breakdown of the proposed activities and time frame in a separate work plan. In addition, submit the financial breakdown, clearly showing all proposed costs and breakdown. Terms of payments Payments shall be based on the work plan and budget to be developed in close consultation with UNFPA. An initial payment of 25% of the budget will be effected on signature, 50% on submission of a detailed work plan and the balance on submission of the final report and accountabilities. The Team The Applying organization must have a mix of professionals possessing minimum of a university degree in social sciences, gender, social work or other related fields, with at least 3 years of professional work experience in Gender-based Violence programming.Â Members of the applying teams must have good understanding of GBV programming in conflict and post conflict contexts and practical experience in implementing inter-agency/coordination work in protection/GBV areas. Working knowledge of Inter agency Standing Committee and GBV cluster coordination mechanisms is a requirement. Â Â Â Â Request for Proposals For organizing Acholiland Football Tournament: Targeting men and youth with messages on population, SRH and GBV During World population Day celebration (11 July 2010). Issue Youth are particularly vulnerable to the consequences of unsafe sex, including: early pregnancy, unsafe abortion and transmission of STI/HIV. In fact, UDHS 2006 reported that 43% of young women aged 15 to 19 years from the northern Uganda have already given birth to their first child compared to 25% nationally; research shows that girls in this age group are twice as likely to die from childbirth as mothers over 19 years old (WHO Safe Motherhood).Â One in every four Ugandan women aged 15-49 (24%) report that their first sexual intercourse was forced against their will and 39% of the women between 15- 29 years report having experienced GBV. Despite the information available today, it is widely noted that only a small percentage of GBV cases are ever reported due to a certain degree of tolerance to GBV, stigma or lack of awareness of services available. GBV is a pervasive human rights violation and a major impediment to achieving gender equality. Every year the world celebrates the world's population day on 11 th of July. This year's theme for WPD is Everyone Counts, with focus on censuses and data analysis for development. Population is at the heart of UNFPA's work and UNFPA has played a lead role in population dynamics over the past years.Â Under the GOU/UNFPA CP VII 2010/2014, the programmatic strategies are directed at mobilization of communities and strengthening communication for social and behavioral change, through working with different stakeholders in addition to capacity building for undertaking of the 2012 population and housing census. What is fundamental in the region is the need for reduction of teenage pregnancies by encouraging healthy life style and relationship. Behavioral change should point at prevention of HIV by encouraging safer sexual practices, condom usage and knowledge of HIV status. UNFPA therefore recognizes the importance of population census for planning, mass mobilization and use of Information, Education and Communication strategies as well as Behavior change communication as key activities in GBV preventing, ensuring access to RH services and increasing the awareness of the importance of population census and data analysis. In an attempt to engage and reach communities with key messages, UNFPA proposes to conduct a football tournament involving community youth football clubs from 5 districts in Northern Uganda:Â Gulu, Amuru, Pader, Lamwo and Kitgum. Football provides an opportunity to raise awareness among communities especially youth and men and the community at large. UNFPA intends to use the tournament as a means of disseminate information about GBV, RH, HIV/Aids and Population issues to communities through sport. During training for the matches, coaches will lead discussions issues pertaining to GBV, reproductive health services and population. During tournaments, banners, the opening/concluding remarks and IEC materials will be used to raise awareness about GBV, RH and popultion issues among the public. Partners working in each sub-county will be asked to coordinate their outreach and sensitizations with the matches in order to reach a broader audience. Objectives of the football Tournament -Â Â Â Â Â Â Â Â Â Disseminate messages on GBV and ASRH, targeted at young men and women, at the sub-county, county, district and regional levels -Â Â Â Â Â Â Â Â Â Improve community awareness of population census, GBV and ASRH to empower them to make informed decisions about their sexual activity and other important choices about their lives -Â Â Â Â Â Â Â Â Â Provide positive recreational activities for youth -Â Â Â Â Â Â Â Â Â Engage support of partners (CBOs, NGOs, and other UN agencies) in collective community mobilization for behavioral change. Tournament focus and targetÂ populations 4 men's teams and 4 women's teams in each of the 11 sub-counties of Gulu District, 8 sub-counties of Amuru District and 10 selected sub-counties from Pader and Kitgum/Lamwo Districts will be selected to participate in the tournament. The Tournament will be implemented by the selected organization which will collaborate with the District Sports Officer in each of the target districts in conjunction with UNFPA district Coordinators, GBV/SRH working group members and interested organizations. The selected organization and district Sports Officers will take the lead in terms of operationalising the league - i.e. meeting with the communities to ensure their participation; following up with the teams to monitor their progress; and working with the referees and coaches to organize games and tournaments. Partners The selected organization will work closely with the District Sports and Education office in each district and coordinate with the UNFPA GBV District Coordinators and participating members of the GBV Working Groups to coordinate sensitization and outreach activities with the matches. No. of teams The Tournament is intended to attract 4 men's teams and 4 women's teams per sub-county in 8 sub-counties of Amuru, 11 sub-counties of Gulu, 10 selected sub-counties in Kitgum/Lamwo and 10 selected sub-counties of Pader Districts. Proposed Dates The proposed events should take place between 28 th June and 11 th July 2010. Key Outputs Expected Selection of 4 mens' teams and 4 women's youth football clubs in 8 sub-counties of Amuru, 11 sub-counties in Gulu, 10 sub-counties in Kitgum/ Lamwo and 10 sub-counties in Pader in consultation with District Sports Officers 1 training of coaches and referees in each district (or could be conducted at sub-county level) on population, GBV and ASRH topics Organization and mobilization of single elimination football tournament for men's and women's teams in each sub-county Cloth banners produced and displayed in each sub-county UNFPA Responsibility. IEC materials will be provided to the firm that will be awarded the contract. T-shirts will also be provided to the different teams. Experience and Knowledge required. : a-Â Â Â Â Â Experience in mobilizing and coaching football teams. b-Â Â Â Â Â Utilizing football events to communicate development messages especially in areas of Reproductive health, population and Gender based Violence. c-Â Â Â Â Â The firm should have as part of the team of mobilizes who have experience on carrying out dialogue and have awareness and knowledge of gender issues with a particular focus on GBV in humanitarian emergency settings and development settings. d-Â Â Â Â Â Knowledge of reproductive health issues and/or protection issues is an added advantage. Reporting Overall reporting shall be to the Representative UNFPA. However, day to day reporting on administrative, technical and process issues will be to the GBV Coordinator, Gulu.
